Julie Miller-Phipps is a recently retired healthcare executive with over 40 years’ experience leading hospitals, health plans, and care delivery in an integrated system. A dynamic, purpose-driven leader, her expertise spans the highly regulated and competitive healthcare industry, a sector undergoing rapid technology, consumer, labor, and governance transformation. She is experienced in leading large, complex organizations, achieving growth and performance that rank in the top tier of the nation’s largest domestic companies. 

From 2016-2023 she served as president of Kaiser Permanente’s Health Plan and Hospitals for the Southern California market, and in 2020 assumed additional responsibility for the Hawaii market, serving a combined 5 million members and their communities. The Southern California and Hawaii markets have over 82,000 employees, delivering high-quality, affordable care through 16 hospitals, 264 medical offices and 7 home care agencies. In that role, Miller-Phipps lead operations and growth strategies for Kaiser Permanente’s $38B Southern California and Hawaii markets, driving an annual growth rate of 2.2%, adding 536,000 members and increasing market penetration to a 22% market share. 

Modern Healthcare recognized her as one of 2023’s Top 25 Women Leaders in Healthcare. She has been included in the Los Angeles Business Journal’s annual LA500 list from 2018-2023, the publication's selection of the most influential people in Los Angeles. In 2020, the University of La Verne presented Miller-Phipps with an honorary doctorate of humane letters, and Cal State Fullerton’s Center for Leadership awarded her with the Excellence in Executive Leadership award.
